Exchange Meeting between QBPC & Jiangsu FDECID

On December 1st, the Quality Brands Protection Committee of China Association of Enterprises with Foreign Investment (QBPC) held an exchange meeting with the Food, Drug & Environmental Crime Investigation Department of Jiangsu Public Security Department (Jiangsu FDECID) to discuss the hot issues of criminal protection of intellectual property rights in Nanjing. Liu Qingyang, Chief Captain of Jiangsu FDECID, Zheng Zhaoli, Senior Sergeant Grade II, Xiong Wei, Deputy Caption of Food, Drug & Environmental Crime Investigation Detachment of Nanjing Public Security Bureau (Nanjing FDECID) and relevant responsible persons of the department and detachment attended the meeting. Peter Yang, Chair of the Best Practices/Enforcement Committee of QBPC, and 10 representatives of QBPC members participated in the exchange.

After a brief introduction of QBPC and its co-operation with Jiangsu FDECID, Peter expressed his gratitude towards the Jiangsu FDECID for its efforts and achievements in IPR protection, especially related to the IPR of QBPC members. Subsequently, Zheng Zhaoli introduced the mechanism of Jiangsu Public Security Organs in terms of the investigation of crimes against IPR and the overall status. He expected to leverage the meeting for a better understanding of the concerns of right holders in IPR protection.

After that QBPC members raised difficult issues and put forward requests related to potential or ongoing cases. In response, Jiangsu FDECID and Nanjing FDECID gave preliminary analysis and guidance while clarifying some key and difficult issues in second-hand refurbishment, fighting against trade secret crimes and others.

In conclusion, Liu Qingyang emphasized that the fight against IPR crimes was closely related to the country's high-quality development, the creation of a good business environment, the shaping of the national image, and the implementation of a series of requirements by the central government, Ministry of Public Security and Jiangsu Province. The Jiangsu FDECID would conduct a comprehensive review of its work in 2023, summarized the experience of successful cases mentioned by QBPC members and benchmarked on pain points and difficulties. He also mentioned some of the expectations and initiatives of the Jiangsu FDECID in the enhancement of its capacity to fight against IPR crimes and the co-operation between the police and enterprises in terms of social co-governance, strived to “understand the needs of enterprises, ask enterprises for advice and appraisal”, so as to truly form a synergy in the protection of IPR.
